Is Grote UltraSeal 99170 dielectric silicone grease?

Grote UltraSeal is not dielectric grease. It is used to assist in the prevention of corrosion in power delivery connections and termination points. UltraSeal helps prevent moisture and grit from entering a connection or termination point thereby reducing corrosion and compromising the integrity of the electrical connection without interfering with electrical system performance.
